Kelantan Ventures Sdn. Bhd. (KVSB) is a government-linked Special Purpose Vehicle (SPV) fully owned by the Kelantan State Government through the Perbadanan Menteri Besar Kelantan (PMBK). KVSB was established as a strategic implementation entity in the energy sector, focusing on the oil and gas industry as well as renewable energy development in Kelantan.

The main purpose of KVSB's establishment is to empower the state's involvement in high-impact energy sectors while positioning Kelantan as a key investment hub for energy cooperation in the East Coast of Peninsular Malaysia. KVSB adopts an SPV-based business model to enable smart partnerships with technical companies and external investors without requiring large capital injections from the state.

KVSB is responsible for building a strategic business ecosystem, covering subcontractor activities, participation in upstream and downstream contracts, investments in renewable energy projects, industrial support infrastructure development, and creating job opportunities and added value to the state economy. The company also symbolizes Kelantan’s growing presence and commitment in the national energy development agenda.
